The procedure for determining the amount of unemployment benefits for insured persons in Bulgaria and in a EU Member State of the European Union should be the same, the National Assembly decided Parliament adopted at second reading amendments to the Social Security Code.

For people who work for a short period in an EU Member State, it is envisaged to take into account the last 24 months' earnings when calculating the amount of unemployment benefit. Where the period from which the average daily remuneration or the average daily insurance income is determined, or the month in which the insurance is terminated, includes insurance periods acquired under the legislation of a country to which the European Regulations apply, the following will be taken into account in determining the amount of the cash benefit: the income received by the person during his/her last employment; all income in Bulgaria, as well as that in other countries to which the European regulations on the coordination of social security systems apply for the last 24 calendar months preceding the month of termination of insurance, the National Assembly adopted.

Parliament decided that the National Social Security Institute should apply the European regulations on the coordination of social security systems to international contracts in the field of state social security. It is envisaged that the Institute will maintain an information system on cash unemployment benefits received on the basis of length of insurance under the legislation of a country with which these regulations apply.
