In accordance with Art. 71.1 and Art. 72 of the Concessions Act and Art. 43b, paragraph 1 and Art. 43b, paragraph 3 of the Civil Aviation Act, by Decision No. PK-1 of 02.07.2018, the Minister of Transport, Information Technology and Communications opened a procedure for identifying a concessionaire and awarding a works concession on “Civil airport for public use Sofia” – public state property. The Decision of the Minister approved the concession notice, as well as the Concession documents.
The concession notice was published in the Official Journal of the European Union under No. 2018/S 127-290417 on 5 July 2018.
On 5 July 2018, the Decision to initiate the procedure, the Concession notice, the Justification of the concession and the Concession documents were published in the designated account of the procedure in the National Concessions Register under No. 111-2/05.07.2018.
Sofia Airport is the largest airport located on the territory of the Republic of Bulgaria, which by Decision of the Council of Ministers No. 885 of 29.12.2002 was declared as an airport for international traffic services.
In 2017, Sofia Airport served 6 490 096 passengers. Sofia Airport has two passenger terminals – Terminal 1 and Terminal 2. Currently Sofia Airport is managed by Sofia Airport EAD, a sole proprietary company with 100% state ownership of the capital in which the rights of a sole owner of the capital are exercised by the Minister of Transport, Information Technology and Communications.
This concession procedure is initiated in accordance with the Concessions Act and Directive 2014/23/EU of the European Parliament and of the Council of 26 February 2014 on the award of concession contracts.
