The Kyustendil Chamber of Commerce and Industry held a workshop on "Misuse of medical documents for temporary disability".
The meeting was attended by the District Governor of Kyustendil Region, representatives from the Ministry of Health in the person of the leadership of the National Expert Medical Commission, TA of NOI - Kyustendil, RZI - Kyustendil, TELK at MBAL "Nikola Vasiliev" - Kyustendil, DBT Kyustendil and members of the KTPP .
The main focus of the discussion was the control exercised by the institutions over the appealed sick leave. "The appeal procedure is very difficult and cumbersome, in practice there is no real control. The problem with fictitious documents for temporary incapacity for work is extremely serious and damages not only the business, but also the insurance system", announced employers who took part in the meeting.
The conclusion that stood out is that the problem posed still does not find a solution, even though it has been identified for many years.
In this regard, KTPP presented its proposals for limiting and minimizing the negative effects of this vicious practice:
- Changing the system of responsibility and sanctions for violations in issuing a sick leave for an employed person, or a document from the LCC for temporary incapacity for work for an unemployed person. Responsibility should be borne by all parties in the violation, both for the doctor who issued the sick leave or the medical commission issued a document for temporary incapacity for work, as well as the persons who benefited from such a document.
- Creation of a control system for compliance with the prescriptions in the issued sick leave /observance of the regime prescribed in the sick leave and strict description of the conditions of the sick leave - home treatment, hospital, free regime/. Creation of supervisory bodies in places to carry out checks on compliance with the regimes prescribed in the hospital lists. These bodies should include all interested parties.
- Putting into practice that sick leaves must also be certified by a doctor designated by the employer during the period of sick leave in order to prevent the abuse of these medical documents.
The Kyustendil Chamber of Commerce and Industry undertook to summarize all the proposals made and present them to the responsible institutions with the aim of legislative changes leading to real and timely control.
